Black triangle in the center symbolizes Emi Koussi, the highest mountain in the Sahara. This volcano, one of several in the Tibesti range, rises to an elevation of 3,415 meters (11,204 feet), standing 3 kilometers (1.9 miles) above the surrounding sandstone plains. It spans 60–70 kilometers (37–43 miles) in width and has a volume of 2,500 cubic kilometers (600 cubic miles).
Inside the triangle, three red pillars (Dubla) represent the three ethnic roots of the Toubou people: Nubian, Libyan, and Tibestian.
The red color signifies the blood of the Toubou who died fighting for their cause.
The Kundudo (Teda code) is a code of respect and a way of life based on honor and moral conduct. These are the ethical rules, laws, and values of the Tibestian or Teda people—guiding everyday life and shaping their society for over 3,000 years. These are the Rules of the Tibesti people, rooted deeply in tradition.
For example, marriage customs are governed by the Kundudo, which strictly prohibits cousin marriage and requires no family connection for up to nine generations—a principle known as "the rule of the 9th generation.
The Teda people or Toubou are remarkably resilient, having preserved their identity, traditions, and way of life for thousands of years.

Kundudo, Kundudo. Since ancient times, the Tubu people have lived in Tibesti and have never accepted being subject to a foreign power, whatever its nature. They have always known how to protect their homeland from any aggression by foreign forces, preserve their culture, language, and way of life. Women have always been free and respected, with the power to choose their husbands, own property, be equal with men and even participate in war with men. Individual freedom and collective happiness are guaranteed by “kundudo”, our civilization is very old, and we have a duty to protect it.
Kundudo, Kundudo. The creation of a Tubu state is the natural right of the Tubu people to take control of their own destiny by having a sovereign state over the territory of their ancestors. It is a fundamental right.
Kundudo, Kundudo. The Tubu National Council was set up on 7 May 2015. It is a team that works for the Tubu state project in Tibesti. This team organized public debates and trips to Tibesti, southern Libya, northeast Niger. It makes recommendations and aims at reconciliation with the populations who are in conflict with the Tubu peoples, before the proclamation of a Tubu state on 14 September 2020.
Kundudo, Kundudo. Since June 2015, we have played a role in the inter-Libyan reconciliations in southern Libya. We have succeeded in obtaining peace in Oubari (Libya) and Sebha (Libya), a Tubu-Touareg peace agreement in the city of Ubari in July 30, 2015 bruxelle (belgium), November 22, 2015 Doha (qatar)), November 29, 2015 (Roma Italy), we also succeeded in obtaining peace in Sebha, between the Tubu and Arab populations of Weled Souleman, A first agreement was signed on 6 October 2016 (Roma Italy) and a final agreement on 29 March 2017. (Roma Italy) The Tubu Nation Council warmly thanks all the members of NGO and all government for their efforts to establish peace in southern Libya.
Kundudo, Kundudo. On 7 May 2020, The Tubu Nation Council established a provisional parliament under the name of “Tchabou”, with 40 members, as well as a 12-member government. A Tubu national defense force has also been set up, with an army and an air force, under the name of “Duna Tudaa”. Since its founding on 14 September 1999, the Tubu National Council has always reiterated that Tibesti aims to be an independent state and that the Tubu must take control of their own destiny by having a sovereign state over the territory of their ancestors.
Kundudo, Kundudo. On 14 September 2009, when a complaint was filed against the Libyan leader Gaddafi for crimes against humanity in Tibesti, in particular because of his use of anti-personnel mines, we explained to the International Criminal Court that the objective of the Tubu National Council the creation of a Tubu state in the territory of Tibesti.
Kundudo, Kundudo, From 2001 until today, we have explained to all member states of the United Nations that for the dignity of our people, Tibesti must become an independent state. We are determined to make this happen, as we have explained for over 20 years.
Kundudo, Kundudo, We ask the United Nations and its members to take into account our right to self-determination, in accordance with the principle of the right of peoples to self-determination. This right also applies to our people, and now we have the military and human means to protect our territory.
Kundudo, Kundudo. We ask the representatives of the Chadian state to leave Tibesti within 48 hours, after which any person representing the Chadian state or belonging to militias close to the Chadian government will be considered as an enemy of the Tubu Nation.
Kundudo, Kundudo. We respect the territorial integrity of Libya; we ask the Libyan state to respect the choice of the Tubu Nation.
Kundudo, Kundudo. The Tubu National Council, in the name of “kundudo”, in the name of the women and men who died for the Tubu nation from 15 June 1356 until the present day, pays tribute to the warriors resisting against France colonial force, the 13, 14, 15 and 16 September 1914 in Zouar in Tibesti. In their memory we proclaim this 14 September 2020 a Tubu state.
